At the end of the first half, United pressed for a second with Danny Stevens smashing a shot on the run just wide.
In the 77th minute Bantams captain Simon Ramsden cleared brilliantly off the line to keep out Stevens' measured shot from 12 yards.
Bradford's Omar Daley was denied by Michael Poke's point blank save but when the corner came across Evans hooked the ball home at the far post.
His winner came when Torquay failed to deal with a searching Ramsden free-kick and he gleefully smashed past Poke.
