The striker was alleged to have used bad language towards official Joe Ross after Bradford's 4-0 defeat to Luton.
Windass denied saying anything offensive but ended up with a #750 fine on Thursday following a probe by the Football Association.
Manager Todd also found himself on the receiving end of a financial penalty. He was fined #500 after being charged with a similar offence.
Fortunately for the club, neither Windass nor Todd will be subject to a ban.
